Above All, Do No Harm: The Application of the Exon-Florio Amendment to Dual-Use Technologies

As a student at the University of Michigan Law School, Gerald T. Nowak authored this note about the applications of the Exon-Florio Amendment in relation to issues of national security. He argues that use of Exon-Florio to block so-called dual-use technologies would actually damage national security, and suggests that the president should instead follow the prudent warning of the Hipprocratic oath: Above all, do no harm.
