The U.S. Department of Commerce has identified AI as an “emerging” technology that could become subject to strict restrictions on exports to certain countries, including China and Russia. Meanwhile, the Committee on Foreign Investment in the United States (CFIUS) continues to ramp up scrutiny of foreign investments in high-tech U.S. businesses, including in the AI field. Linking the two regulatory regimes is a keen policy focus on protecting U.S. national security, and a U.S. interest in preventing geopolitical rivals from obtaining advanced U.S. technology.
